I have the exact same problem with my iphone 4. I tried calling vodafone and they told me Apple locked it so they asked me to call them up. Apple told me the phone is locked by vodafone and asked me to call them again. Vodafone was reluctant to help at first and have now spoken to the technical staff. I am yet to get a reply from them. I'll be travelling overseas soon. Could someone please help me to solve the problem. My enquiry reference no. is 1-7ECEPK3.Thanks a lot.

In the end, Vidafone gave a new iPhone 4 to replace it.
Theres nothing they can do and it is their fault, even though they will try and pass the buck. It took me almost a month to get that resolution, calls every day, I hope it doesnt take you as long!

Are you able to let me know when we escalated this for you? Sometimes your IMEI is not on our system, so we need to upload it so that you can then go ahead and unlock the phone via the website. This usually takes up to 4 working days.
It might be worthwhile running through the procedure on the Unlocking Page again, as we may have forgotten to notify you once it was completed. If the Unlock Page works, you will then have to sync your phone with iTunes to finalise the process. The details of how should come up once the Unlocking Page is successful.

Are you trying to unlock your phone through the tool on our website, here?
If you try and unlock your phone through the website and it doesn't work, you'll be given the option to fill in a difficulties form. After you submit the form it's sent to our Unlocking Team, who investigate and get back to you with 4 business days. Have you submitted that form yet?
