Hi - you can get that message if the phone has never been locked.  What kind of phone is it?   What happens if you try a non-Vodafone sim?

I don't know as I don't have another SIM. My Telstra sim is a big one and needs to be either cut down or a new one issued.

I will try tomorrow with a new telstra one. The phone was being used by a vodafone sim.

Thank you very much for your quick reply. My trip is a couple of months away so no hurry hopefully. My old phone (vintage) is still working.

You were correct. The phone is unocked already eventhough it was being used on vodafone. It was purchased as a replacement for original vodafone contract phone.

Glad to hear it's OK.  The mysteries of the iPhone, eh? Assuming imei numbers staring with 013** are iphone 4's...
