You've certainly come to the right place. I'm happy to talk you through all the upgrade options available. Without viewing your account it is tricky to say 100% but the below info will definitely give you a good indication.
As you have around 5 months left remaining on your current contract I'd imagine there would still be an early exit fee if you were looking at starting a brand new plan with phone today. The way we would usually calculate your early exit fee is by multiplying your monthly minimum spend for example $49 Cap x by the remaining months on the plan (5) = $245. Keep in mind if you pay a monthly instalment on your current phone this would be added to your exit fee as well. Upon upgrading this exit fee will be added to the following month's invoice.
To upgrade to the $29 Cap today with the iPhone 4S 32GB for 24 months you would be looking at an additional $23 per month for the handset and then $10 for the medium data pack. Total $62 This price is subject to change.
The other option if you're wanting to upgrade early with no exit fee, you could look at adding a second mobile payment plan to your existing contract. For the iPhone 4S 32 GB it would cost an additional $36 per month for 24 months. When your $49 cap plan expires in November you could then change your plan down to $29 Cap and add the $10 pack. Keep in mind the $36 handset charge would remain the same for the full 24 months.

DO NOT UPGRADE! when you are scammed into upgrading it's actually a downgrade with the reduction of service speed, quality and data useage. I recently upgraded and went from 12gb to 5gb, speed went from 115kbps to 1 kbps and i spend all my frigging time trying to debug my system when it's VODAFONE's useless crap network.

Changing plans or upgrading definitely shouldn't make any difference to your data speeds at all. I would love to look into this for you to see what has caused the drop in data speed.
Can you please let me know where you are located and also the device make and model you're using? This will allow me to make sure that the network and the device you're using in your area are compatible.
