Not my area of "expertise". i use a Motorola Xoom with a rival network that is also a google experience device and is also still waiting for ICS....
Thefineline will surely be able to shed more light as the 10.1v is a subject close to his (her?) heart.

There is no touchwiz on the 10.1v. It's all Google!
In simple terms - Samsung takes the pure Android source code (like what is on Nexus phones) loads in the drivers to let the hardware talk to the software and that's it.

Not too sure what the confusion is?
Edit: I think I see now. The term Google Experience Device isn't exactly a defined expression. I haven't been able to work it out. Some say it means the device is updated by Google, some say the software is developed my Google and some say the device is made/commissioned by Google and some say it's all three or a combination.
What it means for the 10.1v is:
Samsung develop updates using the Google source code only adding in their own drivers/kernel. They then ship this software off to some 30 different Vodafones around the world for testing. When there is 100% agreement that the update is bug free it is then shipped of to Google and they hit the button that rolls it out.
Whether this makes it a Google Experience Device your guess is as good as mine. It was certainly sold as one.
Maybe Kieran/Tim can confirm what it means because I have no idea.
Also what the hell has been going on in the testing department of late? Everything has been running a little too smooth for my liking
. The kernel is dated the 4th of July so it only took 2 rounds of testing?
